COMMUNICATIONS FROM THE PUBLIC
Please fill out a “Citizen Registration Card” form in order to address the Council. Turn in the form prior to Communications from the Public to Assistant City Secretary Thelma Newton. Speakers are limited to three minutes. The purpose of this item is to allow the public an opportunity to address the Mayor and City Council on issues that are not on the agenda. The Council cannot take action, but may refer this item to a department head or direct that this item be placed on the next regular Council agenda.
CONSENT AGENDA ITEMS
This agenda consists of non-controversial or “housekeeping” items required by law. Items may be removed from the Consent Agenda by any Councilmember making such a request prior to a motion and vote on the Consent Agenda.
- Consideration and approval of the Minutes of the July 12, 2010 Regular Meeting.
- Consideration and approval of an Interlocal Contract between the City of Waller and Harris County Department of Education/Choice Facility Partners to provide an additional cooperative purchasing option.
- Consideration and approval of Police Policy and Procedures for Hiring Police Officers, including the requirements and process of application.
- Consideration and approval to appoint Mike Marcus, Tax Assessor/Collector for the Waller I.S.D., to calculate the city’s tax rate for the 2010 tax year.
- Consideration and approval of the Certified Total Collection Rate for the Truth in Taxation Calculation for the 2010 tax year.
- Consideration and approval of a Continuation of Coverage Administrative Agreement to continue Health Insurance Coverage with the Texas Municipal League Intergovernmental Employee Benefits Pool
- Consideration and approval of a Health Reimbursement Service Agreement for Plan Supervisor that allows an employee to keep their Health Reimbursement Arrangement amount at the time of retirement only and at no cost to the City.
REGULAR ITEMS:
- Consideration and possible action to approve an Interlocal Agreement between Waller County, the City of Prairie View and the City of Waller to provide funding for local shared cost of a grant awarded by the Texas Water Development Board for a Watershed Study of Cypress Creek, with Waller’s two year contribution being a total $14,850.
- Consideration and possible action to approve a Preliminary Plat for the Bettis Industrial Park, being a 255.99 acre tract of land in the James Hitchcock Survey, A-138, Waller County, Texas
- Consideration and possible action to approve an ordinance for Wind Energy Systems.
AN ORDINANCE OF THE CITY OF WALLER, TEXAS ALLOWING SMALL WIND ENERGY SYSTEMS IN CERTAIN CORRIDORS OF THE CITY; PROVIDING A DEFINITION OF SMALL WIND ENERGY SYSTEMS; ESTABLISHING TERMS, CONDITIONS, AND REGULATIONS RELATED THERETO; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT OR INCONSISTENT HEREWITH TO THE EXTENT OF SUCH CONFLICT OR INCONSISTENCY; PROVIDING A PENALTY OF $2,000.00 PER DAY WITH EACH DAY BEING A NEW VIOLATION OF ANY PROVISION HEREOF; AND PROVIDING FOR SEVERABILITY.

Consideration and possible action on Budget Amendment Ordinance No 3 for egrants, energy grant and generator grant.
- Consideration and possible action on a Resolution for approval of an agreement with Allied Waste for a Modification to Rates for the service contract for roll-off containers.
Consideration and possible action to appoint Nancy Arnold to the Houston-Galveston Area Council as the City of Waller representative.
EXECUTIVE SESSION:
- The City Council will convene into Executive Session pursuant to Section 551.072 of the Texas Government Code to deliberate the following items: real estate
To discuss the purchase, exchange, lease or value of real estate property, specifically to discuss purchase, lease or reconstruction of property for a city facilities.
